After the great success of the First COMSNETS conference held in Bangalore, India in January 2009, the SECOND International Conference on COMmunication Systems and NETworkS (COMSNETS) will be held in Bangalore, India from 6 January 2010 to 10 January 2010. COMSNETS is a premier international conference dedicated to addressing emerging topics and challenges in Networking and Communications Systems. The goal of the conference is to create a world-class gathering of researchers from academia and industry, practitioners, business leaders, intellectual property experts and venture capitalists, providing a launch pad for new innovative business and technology. The conference will include a highly selective technical program consisting of parallel tracks of submitted papers, a small set of invited papers on important and timely topics from well-known leaders in the field, and poster sessions of early work. Focused workshops and panel discussions will be held on emerging topics to allow for a lively exchange of ideas. International business and government leaders will be invited to share their perspectives, complementing the technical program. Topics of interest include, but are not limited to: * Internet architecture and protocols * Network-based applications * Video Distribution (IPTV, Mobile video, Video on Demand) * Operations and management of large networks * Local and Metro Area Networks, including Wireless * Broadband and Cellular Networks (3G/4G, WiMAX/LTE, UWB) * Mesh and Sensor Networks * Software in wireless communications (cognitive radios, dynamic spectrum access, SDR) * Wireless operating systems and mobile platforms * Optical Networks * Network Security * Cloud and Utility computing * Storage area networks * Next generation Web architectures * Vehicular Networking Conference Highlights: * Technical Paper and Poster sessions * Panel Discussions * Co-located Confirmed Workshops: WISARD, IAMCOM * Keynote Talks by leading experts from Academia and Industry * Demos and Exhibits * COMSNETS Business Track Detailed conference information and paper submission guidelines will soon be available on the conference Web site. Please see http://www.comsnets.org for detailed information. The authors of accepted papers must guarantee that their paper will be presented at the conference. Accepted papers will be included in the conference proceedings published by IEEE. At least one author of each accepted paper must be registered for the conference for that paper to appear in the proceedings and be scheduled for presentation. Paper Registration Guidelines All papers must be registered one week before the final submission deadline. The paper registration deadline is currently September 7, 2009 at 11:59pm EDT. Given that papers will be submitted from locations worldwide, authors should pay particular attention to the time and date for the paper registration deadline. Papers should be registered using EDAS at: http://edas.info/newPaper.php?c=7937. Paper Submission Guidelines All paper must adhere to the same formatting requirements as for camera ready papers. Note: submitted papers will be reviewed to make sure they exactly match the submission guidelines. For reasons of reviewing fairness, overlength and/or incorrectly formatted papers will be immediately rejected. Authors are strongly encouraged to use one of the style guides below (available for Latex or for Microsoft Word). The paper submission deadline is currently September 14, 2009 at 11:59pm EDT. As with many conferences, there may be a deadline extension. However, authors should not count on such a deadline extension and should (1) register their papers by the first deadline, and (2) submit their paper by the second deadline. Failure to complete both steps will lead to immediate rejection. Submission of papers to COMSNETS 2010 carries with it the implied agreement that one or more of the listed authors will attend the conference and present the paper. Papers not presented at the conference will not be included in the final program or in the digital proceedings. Only under the most extreme of extenuating circumstances will a nonauthor of a paper be allowed to present another’s paper at the conference. Therefore, authors are strongly encouraged to plan accordingly before deciding to submit a paper. Papers should be submitted using EDAS and the registration ID created above at: http://edas.info/newPaper.php?c=7937. Paper Review Process All papers will go through an initial screen processing. Papers deemed highly unlikely to be acceptable for inclusion in the proceedings and presentation at the conference will be rejected. Unfortunately, because of the anticipated large number of submissions and limited reviewing resources, papers that are selected for “quick rejection” will not be formally reviewed. Such a process allows the Program Committee to focus its resources on putting together the highest possible quality conference program. Formatting Guidelines for Submitted Papers Page limit: The maximum number of pages for a paper is 10 for full papers, and 2 for posters. Overall appearance: Submitted papers should adhere to the appearance of the standard IEEE twocolumn format that is used for IEEE Transactions Margins: Papers must use a 10pt font on US Letter paper with margins no smaller than 0.75in for the top margin, 1.0in for the bottom margin, and 0.625in for side margins. Templates — Depending on whether you are using LaTeX or Microsoft Word for formatting your paper, you can download the following templates that incorporate the formatting specifications: * LaTeX : Paper, Bibliography * Word : Paper and Bibliography Examine the IEEEtran LaTeX Class (template) V1.7 packages and IEEEtran V1.12 BibTeX (bibliography) packages. Be sure to use the template's conference mode. See template documentation for details. A cover letter for the templates, including more pointers, is also available. For complete formatting specifications, you can download the IEEE Format Definition Table and Glossary. Papers must be submitted in PDF (Portable Document Format) and compatible with Acrobat (English version), not including any special characters or nonstandard fonts. We must be able to display and print your submission exactly as we receive it and using only standard tools and postscript printers, so we strongly suggest that you use only standard fonts. Simplified Requirements for Creating PDF Files is a threepage document that describes the essential steps in distilling PDFs. Make sure that the paper prints well on blackandwhite printers, not color printers. Pay particular attention to figures and graphs in the paper to ensure that they are legible without color.
